Does not attach to pello?

Pretty color and soft material, but will probably be returned. I thought it was supposed to have toggles or something on it to attach to the loops on the pello, so that it doesn't shift around, but it doesn't. If it only drapes over, I can just use a regular blanket instead and save the money.
