How do I turn off it fully including the green lights next to the usb?

The light can be turned off, but the power indicator cannot be turned off. As long as the solar panel has the sun or light, it will continue to charge the product with light energy. If you want the green indicator to be off, you can turn the solar panel toward the product. Place it in a place with no light, such as with solar panels facing the floor or in a box

If the battery is dead can you use it while plugged in? Or do you have to wait for it to charge first?

If the battery dies, it can be used while plugged in. However, this will reduce the service life of the product, so we recommend that this method of operation is not necessary, and it can come forward when necessary.
