How do I screw the cap on?

If you are talking about the cap for the blades it should just screw on, the rod that the blades go in should be threaded and the cap should be threaded as well. I hope that answers your question....

How do I screw the cap on? Is it necessary to use the lock washer?

Strange this is the 2nd question related to screwing the cap on, it should be threaded, and screw on to the threaded post, and you need the lock washer as this will keep it from falling off.

How can I get spare parts. I also lost the lock washer?

I wouldn’t think you can get spare parts. Another washer u can probably get at Home Depot Or contact manufacturer
