Does the fan remember it's speed setting after power is cut, when using a timer?

Yes: the fan has a mechanical speed knob, which goes from OFF -- HI -- MED -- LOW. If you unplug (or power is cut,) then the fan will resume at the current knob position's setting once power is restored to it.

Does this fan have variable speed control or preset speeds. If preset speeds, how many?

The fan only has 3 pre-set speeds. I believe Vornado only makes a few models which have 4 speeds. I live in Washington state where it doesn't get that hot, so the first speed is quiet and useful. Most people I think enjoy the 2nd speed (decent amount of air, and noise isn't that bad). Third speed would be considered loud by most users. Although, the fans motor is not loud (the noise is from the curved blades that Vornado uses push air and make extra noise). This is not the most quiet fan on the third setting. Vornado's are a different type of fan (in case you don't know) and really I would label them "air circulators" because they won't push dust around in a shop like other fans of this size would. I wanted to let you know just in case you didn't know, and good luck with your future purchases.
