Can you somehow disable the sounds feature, perhaps by not putting in batteries?

It's not too loud. There's no switch to turn it off so you have to take the batteries out.

Would a 4 year old boy like this? His little sister is getting a fisher price doll house, thought he might like this to play with her.

Hard to say. Is he really into helicopters or planes? You turn the blades by hand & it makes various helicopter noises. You might also consider FP Little People DC Super Friends (6 in cars.) My kids liked lots of "people." Also, there's an Imagenext DC Super Friends Wayne Manor Batcare that a boy who's into batman would really like.
