This is probably a dumb question, but does this paint dry fully? It looks very "wet" whenever I see artwork that's been created with pigment sticks.

Eventually it does dry, just realize that it takes a longer time to dry.

Can I use these with/on an acrylic painting with maybe acrylic varnish between is that possible?

You can use them over acrylic but never underneath. So, first acrylic, last oil on top.

Are these smaller than the ones in the 3-pack?

That are 38ml. Not sure what the set of 3 has :).
